Cycle of lockdowns must stop: Ombudsman

Victorian Ombudsman Deborah Glass has welcomed The Same Four Walls report tabled in parliament by the Commissioner for Children and Young People (CCYP) today.
 
The CCYP report highlights the disturbing misuse of lockdowns as a behaviour management tool in youth justice facilities. 
 
It is a detailed examination of the issue outlined in the Report on youth justice facilities at the Grevillea unit of Barwon Prison, Malmsbury and Parkville tabled by the Ombudsman last month.
 
“The Same Four Walls Report spells out – yet again – that the overuse of lockdowns in youth detention facilities continues with ever more apparent and devastating consequences,” Ms Glass said.
 
“It is evident that the toxic combination of staff shortages and increasing overcrowding resulting in a regime of lockdowns for young people creates unrest, and it is equally predictable that more lockdowns will follow that unrest.
 
"This cycle must stop.”
