We looked at how the agencies do their work.

This is called phase  1.

Agencies are places that do the work.
We looked at how the agencies,
  • review reports of abuse.
  • do investigations about reports of abuse.
Abuse means hurt another person. For example, a person hits or touches you in a way you do not want them to.
Investigations or investigate means look at what happens when,
  • someone reports abuse.
  • people try to find out what happened.
We checked the work that happens at,
  • Department of Health and Human Services.
  • The Senior Practitioner.
  • Disability Services Commissioner.
  • Office of the Public Advocate and Community Visitors.
  • Authorised Officers at supported residential services. You might know supported residential services as SRS.
  • Transport Accident Commission. You might know this as TAC.
Also, we looked for any gaps with,
  • reporting abuse.
  • investigations about abuse.
Reporting means to tell another person.

What we found.

  • There is not enough data about abuse. Data means information.
  • Information about how to report abuse is confusing for people with a disability.
  • There is not enough advocacy for  the people with a disability who can not speak up by themselves.
Advocacy means help you,
-  say what you want.
-  understand information.
  • There is not enough focus on the person with disability who reports abuse.


Recommendations means what we think needs to happen.
We want people with disability to have a safer system.

Recommendation 1 .

We need a new system. The new system would,
  • have  1  main agency not lots of agencies.
  • investigate a complaint and problems with the system.
  • work better with police.
  • tell the public about abuse of people with disability.
The new system would also have,
  • a way to share information with other agencies.
  • a rule about reporting abuse. The rule would be staff in services must report abuse to the main agency.

Recommendation 2 .

We need to find out what advocacy services people with disability need.
The Office of the Public Advocate (OPA) would manage all advocacy services.
This means,
  • people with disability can get an advocate if they need one.
The advocate can help people,
-  when they report abuse.
-  after they report abuse.
  • the OPA would make sure advocacy services.
-  work in the same way.
and .
-  are good services.
